“Meaningful Consultation”

A short Google search for “meaningful consultation” and “Federal Court of Appeal” reveals a number of different situations, in our province, that are eerily similar to our circumstances with YVR. Most recently, the Trans Mountain pipeline expansion.

Richmond News Article – New YVR cargo facility could blow away Burkeville

The construction of a giant cargo facility at YVR could be the last straw for life as Burkeville residents know it.

Vancouver Airport Authority (VAA) is planning the three-storey building on green space it owns immediately to the west of the 328-home community on Sea Island.

YVR Community Information Meeting held February 7th, 2019 at the Pacific Gateway Hotel

 YVR hosted a Community Information Meeting for Burkeville residents on February 7, 2018. A summary of the meeting, the presentation and the display boards are available.

  • The results of Phase 3 engagement on the design of the Templeton Corridor 
  • Information about Project next steps including plans for ongoing engagement
  • An opportunity to ask questions and provide feedback

Our next phase in community engagement will follow as we advance design concepts for the facility and project site. 

A Video from Burkeville to YVR

YVR claims that they have consulted extensively with our community however, we conducted a survey of the residents and this is simply not true. The Advisory Committees only included a few residents, the Open House was not collaborative, the survey questions were one-sided and, at the end of the day, the consultation only served the interests of YVR.

A Letter From the Minister of Transport – December 24, 2018

Thank you for your correspondence of October 2 and 3, 2018, regarding a cargo redevelopment project being pursued by the Vancouver Airport Authority (VAA) in the vicinity of your community of Burkeville, British Columbia.

As you may be aware, the VAA is a private, not-for-profit, non-share capital corporation.  Transport Canada serves as regulator and is not directly involved in the daily operation of the VAA, including any business decisions it might undertake.  As Minister of Transport, I do not expressly approve specific development projects; rather, I approve land use plans that are included in an airport authority’s master plan.  I understand that the project in question is consistent with the most recent iteration of the VAA’s land use plan, which was published in 2017.

It appears that thorough consultation was undertaken and continues to be part of the plan moving forward, with the VAA offering comprehensive explanations and feedback opportunities for its proposed actions.  I note that a presentation from an October 10, 2018, Advisory Committee meeting (http://www.yvr.ca/-/media/yvr/documents/community/templeton-phase-3-advisory-panel-ws2-presentation–20181002.pdf?la=en) provides information concerning why the proposed site is more suitable than others.  The presentation also indicates that a noise assessment was undertaken and no significant changes to current noise levels are expected. Save Templeton Park, Burkeville, BC – Petition

YVR is destroying a greenspace that has existed as a buffer zone between airport operations and the community of Burkeville since 1941.  YVR wants to level 44 acres of land, cut down numerous long-established trees and build a two-storey logistics plant for multiple cargo aircraft, loading/unloading bays for delivery trucks and a parking lot for 200 cars.  All of this will be built within 60 metres of Burkeville homes including an elementary school and recreation centre.  The noise, jet fumes and contaminated dust will destroy our community.

YVR has stated that this project “is approved by the Federal Minister of Transport.”  However, our community was never consulted. We would like the Minister to reconsider this decision and Save Templeton Park.

A Letter to our Community from a Concerned Resident

Dear neighbours, 

I think back to when I was in my late twenties, and owning my own home in a safe neighbourhood was just a dream. Burkeville was somewhere I passed on my way home from work. I remember children were happily playing in the streets and people would randomly wave to you as you drove by…. I asked myself, “ Do communities like this still exist?”

After all these years of being fortunate enough to live here, I realize Burkeville is unique, and that’s the way I like it! 

Here in, “The Hood”, is a group of people who seem to understand the gem in the middle of the city! Created and built by Boeing back in the day, Burkeville was created on purpose to support the Boeing plant workers with a work/life balance, the very thing we crave today. 

From haunted houses, to Easter egg hunts, to summer parades, and good neighbourly acts, our community is rich! We know how to support diversity, and always have. 

In Burkeville, there is always someone just down the way who cares about the same things I do. Before I was a parent, a group of determined parents fought to have the school reopened, because it was the right thing to do.
